Commander rear brake

My Commander rear brake works well but as I increase pressure on the pedal, there is a high frequency chatter felt through the pedal and a loud groaning noise to go with it. The pads are good and the disc true. The only wear in the system is the bronze bush supporting the alloy calliper mounting plate on the wheel spindle spacer. With the wheel tightened up and before the torque arm and the calliper are fitted there is a fair bit of play, mainly side to side. Anybody seen this problem before?

I found the same with modern sintered pads. Good old asbestos are best.
