commander police pannier lights

hi all any body out there can help me. im changing my commander as you probably all know, i havent got the police rear lightsoff the panniers now i know that there off a vauxhall nova mk1 european model but are the fixing bracket different as when i offer then up there way offset from the original holes i know i can elongate them but then they may pull to the side when tightening
any help appreciated, thinking i should have left as is ordinary commander, anybody who knows me knows i dont do ordinary see my triton i built in my kitchen
